Early Intervention Services in Hong Kong

Early intervention is a broad term for support during a young child's early years. In Hong Kong, preschool rehabilitation models have distinct ages, eligibility and referral routes. SWD EETCs mainly serve children from birth to under two, with some eligible older children accepted under specific conditions.

The directory listings below are a starting point for enquiries, not endorsements or a guarantee of availability. Confirm current services, eligibility, fees and application details directly with each provider.

Common ways support is delivered

  • Developmental and family goals

Teams may support communication, movement, play, learning or self-care through goals chosen with the family.

  • Centre or kindergarten support

Hong Kong preschool rehabilitation models include distinct centre-based and kindergarten-linked programmes with different arrangements.

  • Everyday routines

Some services coach caregivers to build agreed activities into play and family routines; confirm the format with the named programme.

A guide to the process

What the process may involve

  1. 1Identify the exact programme name, target age and eligibility.
  2. 2Ask whether assessment or Central Referral System referral is required.
  3. 3Discuss family priorities, service setting, caregiver involvement and how progress is reviewed.

Time and commitment

Early intervention covers several different programmes, so there is no general session frequency or duration. Age limits and service hours are programme-specific; confirm them with SWD and the service unit.

Hong Kong service pathways

SWD's EETCs mainly serve children from birth to under 2; eligible children aged 2 to under 6 may also be served if they are not receiving another preschool rehabilitation service. EETC referral is through the Central Referral System by a social worker or rehabilitation-service unit. Special Child Care Centres (SCCCs) are a distinct whole-day training-and-care model for eligible children aged 2 to under 6. Confirm current rules with SWD.

How it differs from related support

Early intervention is not one single therapy or funding scheme. EETC, Integrated Programme and other preschool services are separate service models; their current criteria should be checked with SWD and the service unit.

Points to consider

  • Ask which named programme is offered, its age range and how referral works.
  • Discuss family priorities and how activities can fit naturally into everyday routines.

Questions to ask a provider

  • What is the programme's exact name and eligibility?
  • Is referral through SWD's Central Referral System required?
  • How are parents involved and progress reviewed?
